The Neighborhood Stabilization Program (NSP 2) was established for the purpose of stabilizing communities that have suffered from foreclosures and abandonment. Through the purchase and redevelopment of foreclosed and abandoned homes and residential properties, the goal of the program is being realized.

The City of San Jose received $25 million dollars to fund this program. The city then awarded a contract to Community Rehabilitation Partners to begin rehabilitating homes in San Jose. In the second phase of NSP thirty two homes will be acquired and rehabilitated by CRP.
